Neither is inherently more secure; the risks differ. An on-site PBX is exposed to whatever your building and network allow, and to unpatched software. A cloud PBX relies on the provider's platform practices and on your account controls. Ask any provider how accounts, devices and recordings are protected, and keep your own passwords and access lists current.
